El control fiscal es una de las instituciones más antiguas del ordenamiento jurídico colombiano. Uno de sus primeros antecedentes es precisamente la institución de la “visita y juicios de residencia”, figura a través de la cual “la Corona enviaba visitadores oficiales para que controlaran las finanzas de las colonias y el comportamiento de los gobernadores en cuanto a las tributaciones”. En la época Republicana, debido a la inestabilidad institucional de aquel tiempo, inicialmente no se logró consolidar un sistema de control fiscal adecuado, pese a los esfuerzos legislativos del momento.
