Die Studie bestimmt den politisch-rechtlichen Charakter der griechischen "Bundesstaaten" in vorhellenistischer Zeit auf der Grundlage eines vollständigen Katalogs aller Koiná. Angesichts der Instabilität der zwischenstaatlichen Beziehungen im 4. Jahrhundert erscheint die Integration mehrerer Poleis in einem Koinon vordergründig als probates Mittel zur regionalen Konfliktminderung. Wie aber vertrug sich die Autonomie der Polis mit dem Prinzip der bundesstaatlichen Integration? Die Analyse zeigt, daß zwischen Polis und Koinon ein unüberwindbares Spannungsfeld bestand. So bewirkte der politische Zusammenschluß in einem Koinon keine dauerhafte Überwindung des Polis-Partikularismus, sondern erzeugte seinerseits neue Krisen und Konflikte.
